Tonga, New Zealand and the NZeTA
Tonga and New Zealand are close neighbours, and the ties between them run deep. A large Tongan community lives in New Zealand, especially in South Auckland, and many families travel back and forth for weddings, funerals, church conferences and holidays. Auckland is also the main gateway for Tongans flying further afield, to the United States, Canada or Asia.
For immigration purposes, New Zealand treats Tonga as a transit visa-waiver country. That means a Tongan passport holder can pass through Auckland International Airport on the way to another country without a transit visa. Since 1 October 2019, however, you must hold an approved NZeTA for that transit. Your airline checks it at Fua'amotu International Airport, or wherever you start your journey, before you board.
Journeys that count as transit
The key question is whether New Zealand is a stop on the way or your destination. These examples show the difference:

If your route goes through Fiji instead of Auckland, New Zealand's rules don't apply to that trip, but Fiji's do. Check with your airline.
The 24-hour airside rule
A transit NZeTA has firm conditions. While you are in Auckland, you must:
- Arrive and leave from Auckland International Airport
- Remain in the international transit area, without going through immigration
- Depart within 24 hours of arriving
- Hold a confirmed ticket and any entry documents for your next country
You can't meet relatives landside. Even if family members live close to the airport, you can't go through immigration to see them during your connection. Plan to meet them in the arrivals area only if you hold a visitor visa.

Visiting family in New Zealand
If you want to spend time in New Zealand, for example to attend a family occasion, visit grandchildren or take a holiday, the NZeTA isn't the right document when you arrive by air. You need to apply for a New Zealand visitor visa. This is a separate process, assessed by the New Zealand immigration authorities, and it usually asks for more information, such as evidence of funds and the purpose of your trip.
Apply for a visitor visa well before your travel date, as it takes longer than an NZeTA. If you hope to work or study in New Zealand, you need a visa for that purpose instead. See our tourist visa page for an overview.
Cruise passengers
Every cruise passenger arriving in New Zealand needs an NZeTA, whatever their nationality. This means Tongan citizens arriving on a cruise ship can apply for an NZeTA as visitors and don't need a visitor visa for the cruise itself. South Pacific cruises from Australia sometimes call at Vava'u or Nuku'alofa and then at New Zealand ports such as the Bay of Islands and Auckland.

Tongan passport
Valid for at least 3 months after you leave New Zealand. Enter your name exactly as shown in the passport.
A clear photo
Face the camera against a plain, light wall. A good phone photo is fine.
An email address
We send updates and your decision by email, so use one you can open while travelling.
A payment card
Pay by debit or credit card. A relative can pay for you if you add their card details.

Enter passport details for each person, up to 10 in total.
Upload photos
Add one photo for each traveller.

Check every detail, then pay by card.
