Samoa's NZeTA status explained
New Zealand sorts passports into groups. Samoa sits in the transit visa-waiver group. In practice that means a Samoan citizen can change planes at Auckland International Airport without a transit visa, provided they hold an approved NZeTA. It does not mean you can enter New Zealand without a visa.
This surprises some travellers, because the ties between Samoa and New Zealand are so close. Hundreds of thousands of people of Samoan heritage live in New Zealand, especially in South Auckland, Wellington and Christchurch, and flights between Faleolo and Auckland are among the busiest in the Pacific. But the NZeTA rules are the same for every transit visa-waiver country, and they are strict.

Transit or visit? Choosing the right document
Ask yourself one question: will I pass through New Zealand immigration? If the answer is yes, a transit NZeTA is not enough.
Transit NZeTA works
- Apia → Auckland → Los Angeles on connecting flights
- Apia → Auckland → Asia with a layover of a few hours
- You stay airside and never collect your bags at arrivals
Visitor visa needed
- Visiting aunties, cousins or grandchildren in Auckland
- Attending a funeral, wedding or church event
- An overnight stop in an Auckland hotel
- Flying to Christchurch or Wellington, even to connect
Applying for a visitor visa is a separate process with its own forms, evidence and processing times. It is handled directly with the New Zealand immigration authorities, not through an NZeTA. Allow plenty of time before family occasions.
Conditions for transiting Auckland on an NZeTA
All of the following must be true for your journey:
Auckland only
Transit is only allowed at Auckland International Airport. You cannot transit at Christchurch, Wellington or any other airport.
24 hours or less
Your time in Auckland, from landing to take-off, must be no more than 24 hours.
Stay in the transit area
You remain in the international transit lounge the whole time. You don't go through passport control into New Zealand.
Onward to a third country
You arrive from one country and leave for another, with a confirmed onward ticket and any visa that country requires.
If your booking breaks any of these rules, for example a 30-hour layover or separate tickets that force you to collect and re-check luggage, you need a visa. Our transit NZeTA guide has more examples.
Arriving on a cruise ship
Cruises are the one exception. Samoan citizens who arrive in New Zealand on a cruise ship can apply for an NZeTA as a visitor, including for South Pacific itineraries that call at Auckland, Tauranga, Napier or other ports. You need to apply before the cruise departs, and the visitor NZeTA includes the IVL tourism levy.
Be careful with fly-cruise packages. If you fly in to Auckland to board a ship, the flight counts as arriving by air, so you need a visitor visa for that part. Read more on our NZeTA for cruise passengers page.
Common routes from Apia through Auckland
Faleolo International Airport has regular direct flights to Auckland, which takes roughly three and a half to four hours. Auckland then works as a gateway to North America, Asia and the wider Pacific. Samoa and New Zealand are only about an hour apart in time for most of the year, so you won't need to adjust your body clock much before a connection.

Some Samoan travellers fly via Nadi in Fiji or via Brisbane instead. If your route doesn't touch New Zealand at all, you don't need an NZeTA.
How to apply for a transit NZeTA
The NZeTA application takes about ten minutes. Have your Samoan passport, a photo of your face and a bank card ready. Your passport must be valid for at least 3 months after the date you leave New Zealand.
- Choose Transit as the travel type
- Enter your names exactly as printed in your passport, including any matai title only if it appears there
- Add children and other family members; up to 10 travellers fit in one application
- Pick a speed: Normal (48–72 hours), Emergency (24–48 hours) or Rush (12–24 hours)
Each traveller, including babies, needs their own NZeTA. It is valid for up to two years on the same passport, so it can cover several connections through Auckland. Apply for your Samoa transit NZeTA and check the transit fee before you start.
Visiting family in New Zealand
If the reason for your trip is to spend time in New Zealand, start the visitor visa process early. Gather evidence that you will return to Samoa, such as a job letter, school enrolment or family responsibilities, and proof of funds or a sponsor. New Zealand also has separate work and residence pathways that some Samoan citizens use, such as the Samoan Quota and seasonal work schemes. None of these are covered by an NZeTA.
Bringing gifts? If you do travel to New Zealand on a visa, food such as taro, breadfruit, coconuts, koko Samoa, kava and fresh fish must be declared at the border. Many items are not allowed in at all.
